Debt to Society

We often hear that released criminals have paid their debt to society. That makes no sense to me.

When a criminal goes to prison, what debt to society is the criminal paying? The entire costs of the criminal’s imprisonment (food, healthcare, clothing, bedding, books, gymnasium, education, television, internet, eyeglasses, hearing aids, etc) are not paid by the criminal. Incarceration does not compensate the victims.
